It is a wholly owned subsidiary of the Leighton Holdings Group which, as an icon in the Australian construction industry, is now one of the 40 biggest construction and project contracting firms in the world with turnover of almost $19 billion each year.
Within Leighton Contractors’ Construction Division is the National Rail Business. It is at the forefront of Australian rail infrastructure with extensive experience in delivering high quality, complex infrastructure, ranging from upgrading existing rail tracks to developing new railway lines and stations. It also offers broad capabilities in project management, community consultation, environmental management, quality assurance and safety.
The team is currently working on, or has recently completed, 13 major projects across four states. Two of these projects include the Kingsgrove to Revesby Quadruplication (K2RQ) Alliance and the Intermodal Logistics Centre (ILC) at Enfield.
K2RQ Alliance
This five year project is valued at approximately $790 million. It will provide two additional tracks between Kingsgrove and Revesby which will alleviate frequent bottlenecks created on Sydney’s main south-western line by separating local and express services.
Key works include constructing 10 new rail bridges, modifying five existing bridges and delivering a new overhead concourse and passenger lift at Revesby station. The project is scheduled for completion in 2013.
ILC at Enfield
Leighton Contractors was initially awarded the ILC at Enfield’s early works contract in 2010 and is now also currently delivering the construction phase. Major features of the ILC include warehouse and container storage areas, an intermodal terminal and internal rail siding, as well as northern and southern rail connections.
When fully operational in early 2013, it will help achieve the NSW government’s objective of moving 40 per cent of containerised freight by rail by forming part of a network of planned and existing intermodal facilities in Sydney. This is critical as the volume of containerised movements is expected to reach 3.2 million by 2020, compared to just 1.8 million in 2008.
The ILC at Enfield will also remove up to six million truck kilometres and 1000 tonnes of CO2 emissions from Sydney’s roads and airspace each year.
New legislative expectations
Changes to the NSW Rail Safety Act 2008 required Leighton Contractors’ National Rail Business to ensure every person entering one of its rail projects is inducted, competent and free from the effects of drugs, alcohol and fatigue. The legislation also heightened focus on safety management and compliance, and significantly increased enforcement powers of the Office of Transport Safety Investigations. Similar changes were also made to the equivalent legislation in Queensland.
Complex and varied safety systems
The K2RQ Alliance is comprised of six individual business partners, including the client; Transport Construction Authority.
Each of these specialist businesses has their own staff, contractors and suppliers, with their employees working on different parts of the site, on different days and at different times. Each Alliance member also uses their own safety and monitoring systems, with varying functionality and which typically operates on a different platform.
Coordinating safety data from each Alliance partner would have been logistically challenging, slow to administer and expensive. It could also potentially have exposed the lead contractor to any gaps and inaccuracies beyond their control.
On a broader level, the use of different contractor tracking and management systems on every National Rail Business project site resulted in:
To address both of these challenges, the National Rail Business wanted a tracking and management system that could be readily used by all K2RQ Alliance partners, uniformly across all of its Australian rail projects, while also meeting the expectations stipulated in the revised NSW Rail Safety Act 2008.
The National Rail Business sought to implement a Rail Safety Worker Management System (RSWMS) that encompassed site access and competencies, as well as drug, alcohol and fatigue management. It needed to be implemented consistently across the entire National Rail Business, including its head office operations and project sites. It also needed to achieve compliance with Leighton Contractors’ Accredited Rail Safety Management Systems and the revised Rail Safety Act 2008, including management of the multiple and varied Induction and Safety competencies now required.
After a competitive national tender, the National Rail Business selected Onsite Track Easy from Pegasus to deliver these outcomes and in the process, significantly benefit its various projects.
Using Onsite Track Easy, all contractors are tracked in real time from their very first induction. Qualifications and competencies are tracked to ensure everyone entering the site has up-to-date training and documentation. As scanned copies of competencies are uploaded electronically, certificates, competencies and licenses can be accessed online from anywhere in the world.
The Onsite Track Easy’s logpoints is a critical feature of the system. As people enter the site, the logpoints can be linked to alcohol testing units for automated and real-time blood alcohol testing.
They allow the National Rail Business to schedule and display important safety messages to all persons entering the site during the logon process including interactive visitor inductions. Inbuilt fatigue alerts also ensure that rail safety workers are compliant with legislative fatigue management guidelines at any time of the day or night.
Using 3G technology, Onsite Track Easy logpoint technology can operate anywhere in Australia with a Next G signal. The low-cost solution is highly transportable, requires only low bandwidth usage and because it can be installed quickly and hosted externally to the corporate network, requires minimal involvement from an IT department. This makes it ideal for regional locations, short term construction projects, mobile workforce projects, corporate events and as a backup internet connection.
Onsite Track Easy very quickly proved itself to be an asset on the K2RQ Alliance project and was immediately implemented at the ILC at Enfield. Today, it is used by over 800 staff, 3800 contractors and suppliers across the National Rail Business network via 17 logpoints.

In late 2010, Railcorp undertook a comprehensive safety and compliance audit at the K2RQ Alliance, including a review of all safety management records. The report card was impressive with no errors, omissions or concerns recorded, giving the Alliance a mark of 100%.
The National Rail Business Safety Manager, David Bainbridge summed up the effective contribution made by Pegasus through its Onsite Track Easy solution.

Furthermore, the roll-out of Onsite Track East at the ILC at Enfield was completed in record time to ensure the National Rail Business could commence the early works phase as soon as possible after contracts were finalised.
